How do I create a pin number on the Turbo card app ?

Typically, you set up the PIN by activating the card. If you need to change your PIN, you can see here for assistance. Or you can call customer service for more assistance: (888) 285-4169

I called customer service and they said to go to the app or turbodebitcard.com.   Its the biggest run around ever. I have 2 intuit debit cards one I've had for a couple years abs I just got a new knee a couple days ago. Maybe I should just cancel the new one...any suggestion's.

Yes, you will need to download the Turbo Card app or visit turbodebitcard.com in order to change your PIN.  For security purposes, this should not be done over the phone.  Here are the links for the iOS app and the Android app.

Remember, in addition to receiving your tax refund to the Turbo Visa Debit Card, you can also load money and activate the card for direct deposit through your employer.  You can certainly keep both cards if you find that it's useful to have both.
