How do I navigate to the screen that asks questions about medicare?

Do a Search for hsa (lower case) and jump to the result.

Click on Edit on Your HSA Summary (if that's the screen you land on; otherwise, click continue if one or both of the HSA boxes are checked.

Continue through the HSA interview. Eventually you will come to a screen that asks, "Did [name] have Medicare at any time in 2018?" Note that each taxpayer with an HSA will be asked this question separately (but not in consecutive screens).

Be sure to go all the way to the end of the HSA interview before jumping somewhere else.
