You cannot e-file with TurboTax for a previous tax year.

You have to print out and mail past returns.
Only some paid tax professionals who have professional tax software can e-file past year returns. E-filing is not possible for users of the "do-it-yourself" TurboTax software. If you are filing a past year return that you prepared using TT, you will need to mail it.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Right now the IRS has shut down all e-filing to prepare for 2023 tax returns. So even tax professionals cannot e-file a tax return at this time. The IRS will reopen e-filing sometime in January, when they are ready to start accepting 2023 tax returns. They have not yet announced a date.
