She is paying on a monthly instalment
Does she qualify for home enegy credits?
If I enter the total amount financed of course Turbo Tax show a 7500 credit, but I am not sure if this is correct since she has not paid the full amount yet. Does she still qualify for this credit?

You claim the solar panels in the year they were placed in service, even if you are paying over time (as long as it's not a lease agreement). If you can't use the entire credit in the first year, it will carry forward.
