I filed my 2015 taxes late, so I did not actually receive my 2015 state refund until 2017. Does the state refund count as income for 2016 or 2017 tax year?

For 2017 next year.  If Turbo Tax enters it when you transferred from 2015 you need to delete it. Say no and don't enter the 1099G for it.
