Estimated Federal taxes required but always get a refund

Why does Turbo Tax require me to pay estimated federal taxes when I am owed a federal refund at year's end? This has happened for the last two years.  Thank you for your help.

Do you mean the 1040ES vouchers?   Those are optional.   You are not required to make quarterly payments if you do not want to.   If you expect to owe at least $1000 at tax time next year, then using those to make estimated payments during the year can help you avoid a big tax bill or an underpayment penalty.  But the IRS is not requiring you to use them.  You can toss them out if you do not want to use them.
