Should I refile? I have submitted my 2018 tax return that is on hold. My premium tax credit may not be allowed due to my joint married filing providing to high an income.

Do not refile a return that is being processed. The IRS is apparently reviewing your original return, which may take some time. I don't think you'd even be allowed to file again, but if you were it would only create confusion.
