Do I send check for federal or will it be sent from Ga. state refund?

I have not received my state refund. I don't know whether to send the check for Federal or not because I don't know how much state will be refunding, the total amount or the amount after federal is paid.

If you owe federal taxes you will need to mail a check or pay electronically with your return. It is NOT taken from your GA state refund.

I completed filing my federal and state taxes back in February and March. However, I am receiving email from TurboTax implying that I not done. Can this be corrected?
