Do I need to send the state my amendment if I owe them $0 based on TurboTax software?

I'm using TurboTax desktop software to prepare my tax amendment for 2017. The software says that I owe some federal taxes but $0 for the state. Do I still need to mail the state part of the amendment file to the state?

If the state amended return shows no change from the original state return there is no reason to file the amended state tax return.
