Please explain.   Do you mean that the results of the tax return you prepared show that you are not going to receive a  tax refund?   No, you do not get your fees back from TurboTax for that.   Sometimes people do not get a refund, and sometimes they even owe the government money after preparing a tax return.  Your TurboTax fee is not based on whether you are getting an income tax refund.  The fee is the same no matter whether you get a refund, no refund, or owe tax due.

Refunds come from having more tax withheld from your income than your own tax liability, or from certain refundable credits.   We cannot see what you entered.  

But you are posting from online "Live" software.   Your tax expert should be able to explain to you why you are not getting a tax refund.

If you are due a refund for your 2021 tax return from the IRS, then the IRS will issue it. Refunds usually take about 21 days after the IRS has accepted your e-filed return. Although, sometimes it can take longer.
