Some states (like MO, CO, LA, WV, GA, etc.) can take a long time--even several weeks--as they crack down on detecting fraudulent returns.
You need to first check to be sure that your return was successfully filed.
If you efiled, what do you see when you check with this tool? Was your state return accepted?
https://shop.turbotax.intuit.com/efile/efile_status_lookup.jsp
If that showed your efiled state return was accepted, or if you printed and mailed the return, the FAQ below tells how to check on a state refund.
TIP: While you're at your state's tax website, also look for a statement or FAQ that may say about how long it takes to get a refund in your state and how to long to wait before phoning them.

I assume you are asking about state refunds since that is the title of this thread.
Scroll up and read the info in my comment right above your post. It tells you how to check on a 2018 state refund after first being sure the 2018 state return was successfully filed. You didn't say what you found when you went through all the steps outlined above. Did go through the steps above??
As for the 2017 state refund, here's how to check on 2017:
If you didn't receive the 2017 state refund, was it prepared with Online TurboTax? If so, log into your TurboTax account. Go to the section "Your Tax Returns & Documents". Expand that section and choose tax year 2017. What is shown there for the "status" for 2017--does it say accepted, rejected, printed, started, or what?
