On April 17, 2022, I filed my taxes along with a partial payment electronically. IRS is certain that the electronic filing was not received; however, they did receive the partial payment as applied to my credit card. How can I the return was sent to IRS electronically. IRS is wanting thousands of dollars for late fees and interest, etc.

In the PDF copy of your TurboTax return, the last page of the federal return should be an "electronic postmark" that shows your name, Social Security number, the date and time that you e-filed the return, and the date that the IRS accepted it.
Here's more info on How to Access a Prior Year Return.

We need to be clear which year you are asking about. In April 2022 you would have filed your 2021 tax return. Or did you mean April 2023 for a 2022 tax return?
Maybe you didn’t finish filing it or it rejected or you were suppose to mail it. Check back though your emails. When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile. If you efiled there should be an Electronic Postmark page. Probably near the end. That is your proof and signature
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
