When you locate the tax file, You will need to complete it using dowloaded desktop software and then you will need to print it, sign it and mail it. E-filing is permanently closed for 2016 returns.

I cannot download the desktop software as I only have access to my Chromebook which does not support it, or my work computer to which I do not have administrative rights. How can I get access to the online 2016 taxes?

There is no 2016 online. That ended in October. 2016 can only be done with the desktop software as shown in the above answer. You need to find a different way to do it or a different computer.
