Canadian that lived in Norway for 2019. I got a delayed payment from 2018 through texas state tax in 2019. Taxes were deducted. How do I go about filing this tax return?

I was living and getting paid in the US 3 years prior to moving to Norway. That's why this delayed paycheck came through Texas and was taxed through Texas. So my refund needs to come from the US.
