If you are talking about a debit /credit card then yes it can. If you report your card lost/stolen then your bank will give you a new card. The card number changes but the account and routing number stays the same.
If you are talking about a Net Spend card they send you 2 cards. If you happen to lose your card, I recommend that you contact Net Spend ASAP to have them try to transfer your deposit information or do what they can.
My card is a Turbo. Card will my checking and routing number stay the same when my new card comes, because I lost my old one. I want to make sure my stimulus check is loaded on the Turbo card

We are still waiting for IRS guidance regarding updating or providing direct deposit information for the stimulus payments and how they will be distributed to these type of accounts. We will have more information once the government finalizes the details.
