Yes, the IRS can change your refund. if the IRS knows that you owe child support, back taxes, or delinquent student loans they can seize some or all of your refund. Or if they see that you received income that you did not report on your return or that you claimed a deduction or credit you do not qualify to receive, etc. they can change your refund. They might require proof that you can claim a dependent, etc. and if you do not provide adequate proof, they can disallow the child-related credits you were expecting, etc.
