Can I use turbo tax to create my federal and state returns but file a paper copy?

I am on a payment plan with the IRS but do not know the toal liability.  I therefore usually write a letter requesting they adjust my payment plan

Yes, you can file a paper copy. 

You can also create an online account with the IRS by going to: https://www.irs.gov/payments/your-online-account. With your online account, you will be able to view and adjust your installment agreement.
