Can I get refunded the VISA payment for filing State tax?

when I was filing the state return I discovered the filing charge is $25. and my refund is $23. so I mailed instead of electronically filing.

Customer support is available from 5 a.m. to 9 p.m. Pacific time

No one in the user forum can resolve a billing issue.  If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help.  Do not use the word “refund.”

Thanks for your reply.  I have tried numbers of times to call different phone numbers and always get the response that they are too busy to talk, try again or go to their website.

I will just have to protest the charge and let Visa deal with turbo tax.
