If you paid for TurboTax products with a credit card you can use this website to check your orders and payments - http://turbotax.intuit.com/commerce/orderstatus/orderstatus.jsp
You can also view your order details on the Timeline of the tax return.
When you sign onto to your online account using the exact same user ID you used to create, complete and file the 2016 tax return you will land on the Welcome Home screen. Click on My TurboTax at the top left of the program screen. This will take you to the 2016 Timeline. Under the section Some things you can do: Click on View Order Details
To view the information presented in the File section on Step 2 you will have to return to the 2016 online tax return that you filed. Do not under any circumstances change any of the tax data already entered on the 2016 tax return.

TurboTax cannot pay any type of taxes for you. State taxes owed can never be paid from a federal tax refund.
Only the TurboTax account fees can be deducted from a federal tax refund.
In the File section on Step 2 you were give instructions on how to pay the state taxes owed. For the state of Georgia you could have paid my check or money order mailed to the state using payment voucher Form 525-TV. Or you could have paid by direct debit from your bank account providing the bank routing and account number to be entered on the Georgia state tax return Form 500. The state would have then debited your bank account after receiving the tax return.
If you did not use these options to pay the state taxes owed and have received a notice from the Georgia Department of Revenue for payment, then you should pay the taxes owed.
