Probably not but only the IRS can tell you that ... why don't you complete the installment agreement online instead ?  

Once you complete your online application you will receive immediate notification of whether your payment plan has been approved.

I owe over 150k I cant do it online I had to give my info over the phone. Im now waiting to see if it will be approved.

If you owe that much, a lender is unlikely to give you a mortgage.

That has nothing to do with it, it all comes down to debt to income period

Hi Ken, did you find a way to quickly receive the payment plan agreement?  I am in the same boat, closing in less than a month, just need the payment plant agreement stating amount owed and monthly payment.
