Can I access my tax records from 1998?

Need to verify an expenditure from that year.

Unfortunately no. TurboTax and the IRS only retains federal tax returns for the current and past 7 years.

@Topsarge - what kind of expenditure is it? it there an alternative way to get to a source that will give a similar, but conservative value?
