I received a "notice of dishonored payment" letter in the mail and I don't know why?

The reason given is "ACH entry destined for non-tra" with the amount I owed the state (NJ).

call NJ but my guess is an invalid routing number or account number or you specified an account for which transactions are prohibited or limited.
