I filed an amendment removing my claim to a dependent so my ex can claim him this year. How long before my ex will be able to claim him and file his taxes without receiving an error from the IRS?

Even if you amended, your ex cannot e-file at all this year. You put the SSN of the child into the system and it will not change for this year. The only way he can file is by mail. His return must be printed, signed and dated in ink, and mailed in.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
with a request for more time (Form 4868) .you can wait until October 14th to try again.
Maybe this is the year that the IRS computers will get smarter about this situation.
