Several weeks ago, I filed my 2021 Federal tax return electronically. The return was accepted and I received my direct deposit refund last week. I recently received a revised 1099 from a financial company. I made the changes manually in Turbotax and the amended return shows an additional refund of about $50.00.
Can I file the amended return electronically? I don't see how to do that. If I have to mail it in, do I have to include a copy of the revised 1099 with the signed return? I printed out a copy of the amended tax return (1040-X) and it's about 15 pages including the Electronic Postmark - Certification of Electronic Filing form. If I can't file electronically, do I have to mail everything including the Electronic Postmark page?

First, Amended returns must be mailed; not filed electronically.
Behind the 1040X, you should include a copy of the corrected 1040. Unless the corrected F1099 shows federal withholding, you don't have to include it. BUT, I would for clarification purposes.
And yes, I would include the the page of electronic postmark and that the return was accepted.
You don't need to sign the corrected 1040, only the 1040X
Beginning with the 2019 tax years, amended federal returns are able to be electronically filed. If you filed your return with TurboTax, log into your account and select the tax return that you want to amend and follow the online instructions.

The amended return can be prepared electronically, however you are required to print and mail form 1040-X.
