I E-filed my Federal Taxes but since receive a corrected 1099-G I discovered Turbo Tax did not deduct the
UCE amount on 1st return. How do I file an amended return to correct both these items

If you filed the tax return before 03/26 then the unemployment exclusion was not included on the tax return.
The IRS has requested that you do Not file an amended tax return to include the exclusion until they have issued further guidance.

If it is a 2021 form, the amendment software won't be ready until the end of the month. If it is for a previous year, click on the year in the instruction link. This link has the full instructions for all years. You will amend the federal return to add the 1099-R, and TurboTax will update the information and prepare amended state forms if necessary.
Where do I enter my 1099-R? Your 1099-R will already be there, so you will click on Edit and update the information from the corrected 1099-R.
You have three years from the date you filed your return or two years after you paid the tax due (whichever is later) to file an amendment.
Wait until your original return is fully processed and you receive any refund you have coming before doing the amendment.
