Amended return rejected by IRS due to missing forms?

In January I amended my previous year's tax return (2018) because I did not include my 1098-T since it was received after I had already filed. I amended through TurboTax, followed the directions printed, sent in the 1040x which explained in the comment section that the only change was to now include the 1098-T, I provided a copy of that form & mailed it out. It was received Feb. 14,2020 and returned to me March 13, 2020 for failing to include "forms 8863/8812 to support line 15". The IRS live assistance has been closed since I received the notice and I am unsure what I am supposed to be providing, being that I sent everything that TurboTax had me print and followed the instructions to a T. Would it be wise to send a complete copy of the amended tax return to IRS even though I was not instructed to by TurboTax or is there something else I am missing?

Take a look at the forms that are included with your return.  You should be able to print the Form 1040X and Forms 8863 and/or Form 8812.  That should be all that is needed by the IRS to complete the processing of your amended return.

Form 8863 is for education credits.  Form 8812 is for Child Tax Credit.  Asking for Form 8863 makes sense, but if you have Form 8812 also, then include it since the IRS requested it.

Do not include your old 1040 nor your revised 1040 because the Form 1040X reflects any changes there and becomes your new tax return.

Include any new/corrected document only if it shows federal tax withheld, and include in order only those Sequence Numbered tax forms and Schedules that changed or were added due to your amendment.
Attachment Sequence Number is on all the forms and Schedules that come after 1040.

If you don't do this, IRS will send your amendment back to you.

Mail to the address  on your IRS notice.
