Even if you amend your taxes for 2023, if you don't have any tax liability for that year, you might not be able to see any refund in return. You should still amend your 2023 return and include this credit even if no refund is generated, since you can carry forward any leftover of the credit and use it in your 2024 return (current tax year).Currently, you can carry forward any unused credit toward future years indefinitely while the credit is in effect.
