that I was supposed to receive due to this error. The IRS tells me that I was not supposed to show that on line 30 if I received it, only if I did not receive it. So now I need to amend my return so that I can get that amount back.

Your post is confusing. Please explain. Did you receive the $1200 stimulus before you filed your tax return? The IRS cross checks every tax return with an amount on line 30 for the recovery rebate credit. If they think they sent it to you already then you cannot get it again, so they remove it from your refund amount.

TurboTax has no way to know whether you received the 1st and/or 2nd EIP payments. When you prepared your tax return you were asked in the Federal Review section if you had received those payments. If you said you did not receive the payment(s) then the stimulus payment was put on line 30 of your tax return as a recovery rebate credit. The IRS cross checks every return with an amount on line 30. If the IRS sees that they already issued the EIP payment(s) to you then they adjust your refund or you even end up with tax due.
Check your IRS account---does the IRS say they sent you a payment that you did not receive? (If you filed a joint return you need to check for both spouses.) If so you can ask for a trace to be put on the payment.

There is no need to amend your tax return since the IRS removed the credit from your original return thereby reducing your federal tax refund or increasing the amount of taxes owed.
If you never received the stimulus payment but the IRS sent it then you need to have the IRS start a trace on the payment you did not receive.
