It's not letting you amend because the IRS is going to recalculate your tax return and send you the additional refund. It might take several months to get it. For details see the following IRS announcement.

Not all states are going along with the federal $10,200 unemployment exclusion. If you tell us what state you are in, someone might know what your state is doing.
Missouri
Missouri gives you the same unemployment exclusion that you get on your federal tax return.
If you have not yet filed your tax returns, the unemployment exclusion that you get on your federal tax return will automatically be reflected in your Missouri tax return. You don't have to do anything except enter your Form 1099-G in the federal section of TurboTax.
If you already filed a federal tax return, and it included the unemployment exclusion, then your Missouri tax return also included the exclusion. You don't have to do anything. The unemployment exclusion would appear as a negative amount on Schedule 1 line 8 of your federal tax return, with the letters UCE on the dotted line to the left of the amount. It does not appear as a separate amount on your Missouri tax return because the Missouri return starts with the federal Adjusted Gross Income (AGI), which already has the unemployment exclusion subtracted.
If you already filed federal and Missouri tax returns, and the unemployment exclusion is not included on your federal tax return, then you have to file an amended Missouri tax return to get the additional refund for the exclusion. The unemployment exclusion would appear as a negative amount on Schedule 1 line 8 of your federal tax return, with the letters UCE on the dotted line to the left of the amount.
