I filed my 2017 taxes on October 14, 2018 with an installment agreement. It was accepted. As of today I haven’t heard from the irs. How long does it usually take?

according to the FAQ you're supposed to get "immediate notification". Did you supply an email address ?

Yes I received an email stating filing was accepted. When should I get something in the mail from irs to start making payments?

the notification about the payment plan is separate. The on line status  is closed right now. Review your status there when it reopens.
