Read that notice again carefully ... did you have a stimulus amount on line 30 of the form 1040 that the IRS disallowed ?    If so you have nothing to amend.   You were allowed the advance payment OR the credit but not both.

I spoke with an IRS he  told me there wasn't $4200 claim as received.  Now IRS wants $4100 or file form 1040x which can eliminate taxes owed

If you did not claim Rebate on line 30, it's usually because you already got the stimulus payment or are not eligible.

If IRS sent you the stimulus payment and you file 1040-X for the Rebate, IRS will deny it.

At that point, you will still owe the IRS.

According to IRS agent 1040x should fix it that's what told.  Unless otherwise how this can be fixed.

If you did not file for a Rebate you are entitled to, put that amount on Line 30 of your Form 1040, and redo the arithmetic on the remaining lines. As suggested by IRS, pencil in those adjustments on a copy of your filed Form 1040 for use on 1040-X.

You can get 1040-X in fillable PDF from the IRS.gov FORMS page.

The Rebate goes on Form 1040-X line 15. Check "Other" and put "rebate credit" in the space provided.

Follow the instructions for Form 1040-X to fill in the other lines.

After Oct 15 it is too late to e-File, you have to mail it in.

With Form 1040-X, do not include your old 1040 nor your revised 1040 because the Form 1040-X reflects any changes there and becomes your new tax return.

@shyamparashar - let's roll this back as I think some in the Community may has misinterpresed your issue

1) if there were 3 people in your holdhold, you were eligible for $4200 which should have been delivered to you either via a stimulus payment in the March - May, 2021 timeframe.  If your bank records show you received it, no 1040X is necessary,  You are done!

2) But if you didn't receive it, you were to answer the TT questions saying you didn't receive the $4200, which would have placed $4200 on Line 30 of Form 1040.

if you have $4200 on Line 30, then you are done as no 1040X is necessary,.

But is you did not receive the stimulus payment of $4200 and Line 30 shows zero, then YES, you need to file a 1040X

for others: the IRS took the position of Heads it wins and Tails it wins! if Line 30 overstated what was owed, then the IRS adjusted Line 30 down to the appropriate amount.  But if Line 30 understanded what was owed, it did NOTHING and expects the taxpayer to submit a Form 1040X

@fanfare suggested approach makes sense!

I don't know the poster's situation nor what the IRS review will result.

I only replied to a request for how to submit 1040-X.
