2020 Refund Less than Filed on Mother's Return

2020 Refund Less than Filed on Mother's Return.  An extension was filed with a payment and the IRS check for the refund amount was the exact amount that was filed less than the extension payment amount.  The return was efiled on 10/15/2021 but had to adjust the prior year AGI to 0 for the return to be accepted based on the input I received.  I am not sure if this is a factor.

The refund check was issued on 12/2020 and there was no notice from the IRS explaining the offset. She has no debts or other reasons for reasons for the offset.  When checking My Refund Status message " We apologize, but your return processing has been delayed beyond the normal time frame."

Can I contact the IRS in writing ?  I rather not call, since I am not a 3rd party designee and prefer no put my mother under the stress of the call.  If I need to call, can I become a 3rd party designee within the time-frame to discuss with the IRS?

Yes you can contact the IRS in writing however, it will delay taking action as it will have to be forwarded to the right division etc.  It would be best to call so that someone will assign a contact person so that your inquiry will not get lost in the shuffle.

Call IRS at 800-829-1954 (toll-free) and either use the automated system or speak with an agent.
