Where'd you get that link? 

I believe in one of your other threads you said you are using Online TurboTax   A 2019 return prepared in Online TurboTax is not amended in downloaded amend software.   A 2019 Online return can be amended in Online TurboTax.  Only past years require amend software.

If you are unable to submit your return, it may be because there is an unavailable form.

What are you doing--are you mistakenly trying to prepare an original 2019 return in this year's Online TurboTax??  If so, that's a no-no!!

  Online TurboTax is only for 2020 returns.  You cannot prepare a 2019 return online, and it cannot be efiled.  A 2019 return at this point in time has to be prepared in desktop software (CD/download) and must be printed, signed, dated, and mailed.

Do NOT try to prepare and submit a 2019 return using Online TurboTax, or you'll end up with problems.  The IRS would consider that to be your 2020 return; i.e., the wrong tax year.    If you did recently prepare one by mistake in this year's Online TurboTax, then you need to delete it, or it will mess up your 2020 return.   Do not submit it.

Or did you start a 2019 return in Online TurboTax last year and now need to finish it?   If so, you can download the *.tax2019 data file from your account to finish in the 2019 desktop software (CD/download).   If you already paid for the 2019 return last year, TurboTax Support should furnish you a download.   If you need to purchase the 2019 software, see the link I left in my comment to you above.
