2018 Amended Tax- Do i need to file for leaving out $1.47 form 1099-div

I filed my 2018 Fed and State taxes. Subsequently realized i did not report $1.47 from form 1099-div unrecap sec 1250 gain (from a mutual fund). When I went into tax software and made this change, it did not impact my refund/taxes owed. Do I need to file an amended return?

No, I wouldn't amend since it doesn't affect your tax liability. 

It's possible the IRS will send you a letter about the $1.47 because they do receive a copy of the 1099-DIV but just reply with the explanation you wrote above.
