Amended a return for 2022 in April 2024.Irs site says it was received April 9 2024 and still not looked at as of today 02-21-2025.Called the number that the site said to call for more information and it said it was still not look at and sorry for the inconvenience. It this normal?

No.  That is not normal.  It generally should take 8-12 weeks for the IRS to process an amended return.  You may want to try calling the Tax Payer advocate for help with getting this processed. 

If you are claiming a refund with this amendment, they will pay you interest on the refund.
