When would the 1040X be made available for 2021 Tax year?

Looks like the amended return has moved up to Feb 25 from March 17.  See,

Oh wow.... that's interesting. seems unusual. So, do we file the 1040X after our original 1040 has been processed or we can do it immediately as soon as it is available?

You should not amend until the first return has fully processed and you get the first refund or your tax due payment has cleared.

Sounds good. Thats what I figured.

But at the same time, it's strange because when I logged into my TurboTax account, I still had the ability to chat or call the TurboTax Expert and they said you file the amend tax return as soon as it is made available. Not sure why they would say that if Federal Tax return was not processed yet. Just accepted.
