My total 2018 tax due amount is $367 but then it shows that the PA state e-file amount due is $491. So I’m curious as to which amount I have to pay back or is it both?

Without more details, I can not be certain.  However, it sounds like you owe $367 to the Federal government for your Federal Taxes, and you owe $491 to PA for state taxes. 

You can confirm this by looking at your tax forms for your federal and state returns.  To do this click on the "Print Center"  in the upper right (grey) area.  Select the desired forms you want to view.  Then click "Preview Print Copy".

Review the forms to ensure correct entry of data, and how much money is owe to each government.

If you have further questions, please provide either the form number and line number for the amount in question, or the input screen number, line number and description associated with the amount in question.

Sounds like you owe $491 to PA, but are getting a $124 Federal refund. The net effect (which is FYI only) is owing $367.

I’m not quite following. So I would only owe the $367 then instead of the $491.

I refer you to my comment above.  If you want a specific answer, you should state explicitly where the numbers you are quoting come from.
1) For the Federal Taxes, which form and line number is the $367 on (or is it a different number) and
2) For PA, which form and line number does the $491 appear on.
Without the specifics of where you are getting these number from, we con only give educated guesses as to what you mean, and where the numbers are coming from.
