I e-filed my tax at 9:13pm PST today (04/18/2017) but Turbo Tax system indicates it was submitted on 04/19 (12:13am EST time). Did I miss the deadline?

No, local time zone is what controls the timeliness of your return.  So, as long as your filed on time in your time zone, then your return is on time.  The TurboTax report you are seeing shows EST because that is the time zone of the IRS office.  But, the internal transmission report will be timestamped with your local time.
