I send in 2 of my Voucher to the IRS which your program print thinking this was Installment Plan for my taxes for 2018 they are said I am late

You mean you sent in those 1040ES forms with payments? Those were not vouchers for an installment plan for your 2018 tax due. Those are the forms you use to pay estimated 2019 tax--and they are optional. Not sure if the IRS would fix your misunderstanding and apply those payments to your 2018 tax due--but try calling them and see. 800-829-1040
