Through Turbo Tax, I authorized my state tax payment to come out of the same account I received my federal refund. It does not appear that my state tax has been paid??

You misunderstood. TT state FEES can come out of your Federal refund, but state TAXES DUE cannot.

TT shows you the net result only FYI.

He said out of account not out of refund.

Was state accepted?  You can check your efile status here     <a rel="nofollow" target="_blank" href="https://turbotax.intuit.com/tax-tools/efile-status-lookup/">https://turbotax.intuit.com/tax-tools/ef...>

Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo.  If you owed tax, it will show the payment information and how/when you decided to pay.  Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
