My teenager made $1800 and had taxes taken out, so she wishes to file. Should she set up her own (Free) TT account? If so, is the State return (NC) included for free?

I already have a TT account, but my daughter wishes to use the Free version.

Yes, she can file her own tax return to get a refund for any tax withholding shown in boxes 2 and 17 of her W-2 form.

1)   You cannot use your Online tax account for her tax file.   To do so would irreversibly destroy your own tax file.

2)   Make sure you file your own taxes first...primarily this is just to prevent mistakes.

IF the dependent files first, and makes a certain mistake in the tax form, then you would end up having to mail-file your own  and the dependent would then have to Amend their tax file too.

3)  Yes, the "Free" tax account would be free for both Federal and state taxes. When you create a new account for her (do this together) you would choose the free version, and if she did not already have a tax account, you would indicate that she did not use TTX last year so that you would create a new account for her.

WRITE DOWN the UserID and Pwd you create for that new account...and keep it in a file folder you have for her taxes.  Print out her tax files when done filing...do not depend on them being available for free next year.

When you work on them, do them together...she has to learn sometime.  Use a full computer to prepare them, never on a phone or narrow screen device....you miss too much if on a limited display.  You do have to be careful to not select any "upgrades" during the preparation process.  They (TTX) pushes MAX benefits, or audit support, all of which cost extra....so you have to be careful to not select one of those.

When entering her Personal Info at the start, you have to be careful about indicating that she did NOT supply more than half off her own support during 2018.

Have fun ?  Hah !
