I just e-filed my 2018 taxes and got back a rejection from the IRS:
F2210-003 - If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210.
TurboTax said there were no errors on my return, and it filled out the form 2210 all by itself. Looking at the form 2210, it says I qualified for the "85% Waiver", and it says "you must check this box and file page 1 of Form 2210". But when I go to file, TurboTax does not print a page 1, or (apparently) send it to the IRS. I was able to generate an "Explanation Statement", with a bunch of nonsense that just repeats what is on the form 2210, but TurboTax apparently won't send that on to the IRS.
How do I get TurboTax to generate the right e-file? Of do I just have to print it and mail it in?
(The background is that I'm retired, and have no income, hence no withholding, so I make quarterly estimated payments. That means that my withholding ($0) is always less than my taxes, and I have to file form 2210, even tho my quarterly estimated tax payments exceed my taxes and I would be getting a refund, except that I just apply it to next years' taxes.)
