TurboTax is incorrectly failing to file page 1 for form 2210

I just e-filed my 2018 taxes and got back a rejection from the IRS:

F2210-003 - If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210.

TurboTax said there were no errors on my return, and it filled out the form 2210 all by itself.  Looking at the form 2210, it says I qualified for the "85% Waiver", and it says "you must check this box and file page 1 of Form 2210".  But when I go to file, TurboTax does not print a page 1, or (apparently) send it to the IRS.    I was able to generate an "Explanation Statement",  with a bunch of nonsense that just repeats what is on the form 2210, but TurboTax apparently won't send that on to the IRS.

How do I get TurboTax to generate the right e-file?  Of do I just have to print it and mail it in?

(The background is that I'm retired, and have no income, hence no withholding, so I make quarterly estimated payments.  That means that my withholding ($0) is always less than my taxes, and I have to file form 2210, even tho my quarterly estimated tax payments exceed my taxes and I would be getting a refund, except that I just apply it to next years' taxes.)

Happened to me as well.  Same thing as original comment.  Rejected by IRS, followed by rejection at State level because Federal return rejected.  Intuit, will you please fix this problem???????

I have the same problem. I am using TT online. My efile has been rejected twice already for the same error:
If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210.
Very frustrating and waste of so much time.
Turbo tax can you guys fix this issue for good?

And to me too.  TT/Intuit, you need to fix this - you say you have but you haven't!  I use TT Online.  Yesterday (Saturday 16th Feb) I did a final review of my taxes and TT alerted me that I needed to fix an issue with Form 2210 before it could efile.  TT advised (correctly) that I do not owe a penalty (my witholdings were low, but my estimated tax payments were always the same, on-time, and above the minimum), and that I did not need to check "Box A of Part II").  But TT Online does not allow you to make those changes.  After two long conversations with customer support people at TT, they finally told me that this was a recognized issue and that they were working on it.  Later in the day, I received an email saying the issue was fixed.  I ran through the program again, TT Review says there were no problems, and I was able to file.  It was rejected.  Late last night, I repeated the process, and was rejected again.  What to do next?

On top of that they said file by mail and chose that option , but i didn’t mail my tax. Now I can’t even go back and e file . I’m so annoyed I wanted to efile when this issue was fixed

An update late Friday has some unintended consequences, you'll need to wait for another update on Monday sometime to correct this program error.

Same problem as above. I have a very small underpayment , well under the 85% rule but IRS is rejecting return because the waiver explanation is not submitted.

same problem as stated by others - I actually paid more in estimated taxes for 2018 than required and am expecting a refund

the same has happened with me, and I prepared my taxes on 2/16/19 but did not file yet. A form 2210 is attached to the documentation, but no explanation.  It is also unclear why I need to submit this form - I paid my quarterly taxes on time (actually in advance) and am receiving a refund.  Something is terribly wrong and has not been fixed by Intuit TT.

I have the same problem - returns rejected asking for an explaination statement that should not be required, but I added one under B "explain" but Turbo Tax will not let me print it and it does not appear in the PDF or print preview even after resubmission.  I suspect the return will be rejected again as it appears TurboTax is not including this explaination statemnent.
