Are you using Turbo Tax Business or
Turbo Tax Home & Business?  You said Business but the screen shows Home & Business as your program.

Either way it’s the same.  In the Window's Home & Business Desktop program to Prepare W2s or 1099s, go to Start a New Return or File-New Return.
Then on the next screen it asks What would you like to do?

Check the circle that says Prepare W-2s and 1099s for my employees or contractors.  Then that will expand and give you a choice to prepare them online or on your computer.  See this for more info…..

I have the same problem trying to prepare 1099-INT for 2018 through TT H&B.  It's allows for you to enter 1099 MISC but you have to go online to prepare the 1099-INT & 1099-DIV.  I know that it's been that way for a couple years at least.  Now, it appears that Intuit wants you to buy online what some have already purchased online or at a bricks & mortar store. (I got mine from Costco last week).  You have to complete the forms online because they won't put the forms in the TT H&B for some reason.  This year TT is surprising a lot of people by not allowing the forms to be prepared online unless you buy their software ONLINE through TURBO TAX.  Now, maybe they notified the public somehow about this change but I've tried to find it online and can't find anything.  It almost seems as if  they are allowing their product to be sold elsewhere without notifying their customer base of the change to their SOP.  I'm curious if TT will give people their money back for their product they sold through one of their suppliers?? I hope they get this figured out before the end of January.  If anyone knows how to prepare 1099-INT forms without having to repurchase the software, I would love to know the secret.

In the desk top version of Home and Business, I found that if you "start a new return" even if you have your personal one going already, you will immediately have a page with the option to "prepare W-2s and 1099s for my employees or contractors."
It is simply in a dumb place if you already have a return that you are in or have imported the one from last year.
