Tax amendment a year after filing the original

I filed my original 2014 return but did not pay the IRS at the time the taxes owed. I amended the return a year later with the corrected amounts. The IRS is not accepting the amended return because it "reads" that they owe me a refund (the amended return had lower income then the original). How can I tell turbo tax that I did not pay the IRS or how should I handle this situation? Thank you.

You need to change the amount paid to zero using the Forms Mode.  Switch to Forms (click on Forms in the upper right) and open the 1040X.  Change line 16 to zero.
