I failed to submit my 2016 Federal return by October16 2017. I am submitting it today 12/01/2017. I failed to submit an October extension. Do I forfeit my refund due?

There is no penalty for filing a tax return after the due date if you are filing for a tax refund.

You have up to three years after the original due date of the return to file for a tax refund.  For tax year 2016 without extension the tax return for a refund has to be filed on or before April 15, 2020.

There is no more submission for 2016 tax returns. Only mailing via US Post Office.
