I paid my property taxes in 2 installs, one in Sept 2016 and the second in Jan 2017. Both these are to be mentioned in my 2016 taxes or just the one I paid in Sept 2016?

You can only claim property tax in the year you actually paid it.  The part you paid in Jan 2017 CANNOT be claimed until next year when you prepare and file your 2017 tax return.
