I owe a health care penalty for 2017 but the refund on the screen didn’t go down

Your health care penalty should be reported on line 61, Form 1040 (line 38, Form 1040A).  To check:

1.       Go to Tax Tools on the left-hand side.

2.       Go to Tools.

3.       Go to View Tax Summary.

4.       Click Preview my 1040 from the left-hand side.

There are some reasons why your refund didn't go down.

1.  You may have had a large earned income credit.

2.  Your additional Child Tax Credit may have increased at the bottom of your return (line 67, Form 1040, or line 43, Form 1040A).

3.  You have Alternative Minimum Tax.
