I just paid to upgrade my turbo tax online to premier, why can't I download my NY state forms for free?

Your download includes Federal plus one State. If NY is your only state you should not need to pay more. But if you have other states, you pay for each additional state. I also file NY, but since I needed NJ too, I got NJ free and had to pay for NY. Maybe you are in a similar situation.
Also, nice to know is that e-filing for NY is free (you pay for all other states, at least the ones I have used).
