I paid to efile my AZ return but it was rejected. I paid out of my federal return but when I went to resubmit, the software had me pay with a credit card. Is this correct

I paid to efile my state of Arizona taxes with my federal return. The state of Arizona rejected my taxes. I corrected the error and resubmitted. I had to pay again to have it efiled. Was this correct that I should be charged twice to efile or will my federal taxes not be deducted?
