How do i e-file my federal tax and i owe money that i cannot pay now

You can choose to set up a payment installment plan when you go through the interview to file your return.  If you don't want to do the installment plan you can choose to pay taxes owed by check.  Then when you can pay you can either pay online or send in a check.  Just to let you know, taxes owed must be paid by April 15, 2019 to avoid any penalty & interest.
